Yep, the singer is the same! TK from Ling Tosite Sigure did the OP for both Tokyo Ghoul and Psycho-Pass. Their voice is absolutely iconic!

Nope, different singers. The OP for Psycho-Pass is by Ling Tosite Sigure, but Tokyo Ghoul's OP is by TK, who is the lead vocalist of Ling Tosite Sigure.
