Reverse foil on Pokemon cards is when every part of the card except for the actual artwork shines or has a holographic finish. It's just the non-art parts of the card being shiny. Not sure why the hype, tbh.
Oh, reverse foil is super cool! I pulled one from a pack last week. It's where the border and background of the card have this shiny, holographic look but the main picture stays normal. Totally makes the card pop in your collection!
