In Fallout Shelter, 'Stranger Chance' refers to the probability of the Mysterious Stranger appearing in your vault. This elusive character pops up randomly in various rooms, and if you find and tap on him before he disappears, he rewards you with a bunch of caps! Honestly, I just play with my sound up so I can hear the Mysterious Stranger's music cue. Easiest caps you'll ever make in the game.

It's all about that sneaky guy in a trench coat - the Mysterious Stranger. When he shows up and you tap him, you get caps. More frequent visits = more caps. Simple as that.
