It's basically a do-over when you start with a bad hand. No Basic Pokemon means you can't play, so the game lets you mulligan to avoid a non-starter.

Taking a mulligan in Pokemon cards happens when you don't draw any Basic Pokemon in your starting hand. You've got to show your hand to your opponent, shuffle it back into your deck, and draw a new hand of 7 cards. If it happens again, keep repeating, but each time your opponent gets to draw an extra card.

Mulligans? Not in my house. Just build a better deck, lol. But yeah, it's a thing. Helps level the playing field for unlucky draws.
