Hands down, the best armor in Fallout Shelter has gotta be the Heavy Wasteland Gear. Why? Simple - it gives your Dwellers +7 to Endurance. This is super clutch when you're sending them out into the wasteland since it increases their survival time by a ton. Also, high Endurance protects against radiation, which is everywhere outside the vault.
Honestly, there's no 'best' armor. It all depends on what you need your Dwellers to do. Survival in the wasteland? Heavy Wasteland Gear. Efficient resource production? Officer Fatigues. Want to flex with a bit of style? Power Armor. Match the gear to the task!
I've played Fallout Shelter for ages, and for me, nothing beats the Officer Fatigues. That +3 to Agility and +2 to Perception? Chef's kiss for speeding up production in any room. Sure, it might not be the traditional 'armor' per se, but in the Vault, efficiency is survival.
