Hands down, the best character in Fallout Shelter has gotta be Sarah Lyons. She's a Brotherhood of Steel Paladin, and her stats are just out of this world, making her a real powerhouse in the wasteland. She brings the heat with high Strength and Perception, making her ideal for exploring the wasteland or defending your Vault. Plus, that Power Armor aesthetic? Iconic.

Because not only do they make your vault dwellers happier just by showing up, but that happiness boost is essential for keeping productivity high. Sure, they might not be your traditional "characters" in the sense of sending them out to the wasteland, but their impact on morale? Unbeatable.
Piper Wright, end of discussion. High charisma, great at gathering resources when sent out to the wasteland, and she boosts vault happiness just by being there. Plus, her backstory as a journalist always felt like she brought a bit of the outside world into the vault, which is super cool in my book.
I dunno guys, I always liked Preston Garvey. Sure, he gets memed on a lot for his 'another settlement needs your help' line, but his dedication is top-notch. High endurance and great with weapons, he's the kind of character you want when things get tough.
