The best outfit really depends on what you're focusing on in your vault. For increasing productivity, the Heavy Wasteland Gear is top-notch since it boosts Strength, which is great for power rooms. But if you're all about exploring the wasteland, you can't go wrong with the Minuteman Uniform, as it gives a nice balance of stats. And for those of you concentrating on breeding the best dwellers, the Naughty Nightwear is hilarious and boosts Charisma!

Honestly, it's Heavy Wasteland Gear all the way. More power means more everything else. Plus, your dwellers look like they're ready to take on the wasteland.
I gotta say, I found the most success outfitting my explorers in the T-51f Power Armor. It's got great all-around stats that help survive longer in the wasteland. Personal experience here, it makes a huge difference!
