Honestly, 'best' is pretty hard to nail down since it depends on if you're talking about playability, rarity, or artwork. But, in terms of sheer iconic status and value, the Pikachu Illustrator card is a consistent winner across the board.

Charizard, hands down. Especially the 1st Edition Shadowless Holographic Charizard. Why? Because it's a beast in battle and it's worth a fortune.
