Honestly, the rarest car is whatever you can't get! But seriously, most players agree that the Koenigsegg Jesko Absolut is pretty rare.
In my experience, the Bugatti La Voiture Noire is the rarest car in Driving Empire. Only a few players have it, and it's a real showstopper.
Rare is subjective. Personally, I rarely see the McLaren Speedtail, so I'd say that one.
