Hot take, but I think it's the Andromada. Yeah, it's technically a plane, not a car, but hear me out. You can't legitimately obtain it through normal gameplay, making it super rare. If we're talking technicalities, the Phoenix is rare, but the Andromada is like the secret menu of GTA San Andreas.

The rarest car in GTA San Andreas is the Phoenix. You can spot it cruising around San Fierro or sometimes parked in San Fierro's Wang Cars showroom. It's a muscle car dream, but boy, getting your hands on it feels like winning the lottery - pure luck and right timing!
