Lol, gotta be the Energy cards if you think about it. They don't do anything by themselves. But then again, you can't really play without them. So weak, yet so essential!
The 'weakest' is kinda subjective, but if we're talking about having little to no competitive use, then something like Magikarp from the Base Set stands out. It's infamous for its 'Splash' attack that does 0 damage. Though, never underestimate a Magikarp's potential to evolve into a mighty Gyarados!
