Just go with the 2011 reboot. It's more polished and complete. The 1999 version is dated and not worth it unless you're a hardcore fan.

Start with the 2011 reboot, it covers the entire story with fantastic animation! If you're a completionist or nostalgic, then give the 1999 version a go after.

Definitely watch the 2011 version first; it's more faithful to the manga and has better pacing. Then, if you're curious, check out the 1999 version.
