I've tried a bunch of different outfits, and honestly, the Heavy Wasteland Gear is top tier. Gives a hefty Endurance boost which is key for surviving longer in the nasty outside. More Endurance = less radiation, fewer health issues, and more loot. Kept my dwellers exploring for ages without needing to babysit them.
Just slap on anything with Luck. More caps, more happiness!
Honestly, outfits matter less than you'd think. Just focus on leveling up your dwellers' SPECIAL stats and they'll be fine with pretty much anything.
