Don't forget EX Dragon Frontiers that came out late 2004 in Japan but hit internationally in 2006. Technically a 2004 creation that deserves an honorary mention for its unique Dragon-type Pokémon.

Just saying, EX Team Rocket Returns was the best 2004 set. The artwork was top-notch, and who doesn't love Team Rocket?

2004 was a huge year for Pokemon TCG! We got the EX Team Magma vs Team Aqua set, which was epic with those two rival teams battling it out. Then there was EX Hidden Legends, bringing in some really cool legendary Pokemon cards. EX FireRed & LeafGreen made us nostalgic with all the classic Gen 1 Pokemon. And don't forget EX Team Rocket Returns which was like a blast from the past with that mischievous crew!
