Trust me, without enough Living Quarters, you’ll hit a cap on how many Dwellers you can have. It’s a numbers game; more Dwellers means more hands to keep your Vault running smoothly. Found out the hard way when my Vault was understaffed during a radroach invasion. Not fun.

When a male and female Dweller hang out in the Living Quarters together, they can produce new Dwellers, expanding your workforce.
