But in terms of mass production, it's all about that Base Set, released in 1996, with Bulbasaur often being one of the first in the lineup given its #001 spot in the Pokedex.

Actually, it's all about the Electabuzz card. This baby was part of the first promotional set released in cinemas alongside the first Pokemon movie. So, if we're talking about which card got out there first in some special way, Electabuzz deserves a mention!
Gotta throw a curveball here and say it's technically none. The first 'printed' materials were part of a game called Capsule Monsters before Pokemon TCG was even a thing. But if we're sticking to the TCG, then it's the Base Set, and Bulbasaur is one of the first by Pokedex and release order.
Bulbasaur, no question. It's #001 in the Pokedex and was part of the very first Base Set. How can you argue with the Pokedex?
