Cactus is your go-to plant for popping those pesky balloon zombies right out of the sky! If you have the Roof level unlocked, the Blover also works wonders by blowing away all airborne enemies, including balloon zombies. So, you've got options depending on your level and strategy!
Blover, hands down. Why bother with anything else when you can just blow them away?
