From personal experience, I think the best boss for mastering is the Thunder God. His drops are worth it, and I find his fight the most enjoyable.
For me, it's gotta be the Magma Admiral. His attacks are predictable once you get the hang of it, and you can farm him for mastery levels pretty efficiently.
I'd say the best boss for mastery is probably the Ice Admiral. He's not too difficult to beat if you have decent stats, and he gives a fair amount of mastery XP.
