The One Piece art style has gradually evolved over the years rather than changed at a specific point. Early in the series, characters were more simplistic and the lines were thicker. Oda's style became more detailed and refined as the series progressed. You'll notice these changes become especially apparent around the time of the Water 7 Arc, which started in 2004. Another noticeable shift in detail and character design can be observed post-Time Skip, which occurs after episode 517 in the anime.

idk about u but for me the big change was after the time skip. everything just looked sharper and more detailed. that was around episode 517 for those who dont keep track.

Honestly, the art style changes are so gradual you hardly notice unless you're binge-watching. Oda's skill just improved over time. It's not like there was one big change.
