It really depends on the location, but generally, you can expect restocks in the early morning. Also, some stores might get shipments on specific days, so it's worth checking with your local store directly. Early bird gets the worm... or in this case, the rare Pokemon cards!

From my experience, checking on Tuesdays and Thursdays early in the morning has been the jackpot for finding fresh Pokemon card stocks at Walmart and Target. Seems like mid-week is the sweet spot.
