Hulu typically updates their library based on agreements with content providers, and since One Piece is a continuously running series, they add episodes in batches. There's no exact schedule, but keep an eye out after a batch of episodes finishes airing in Japan. Sometimes there's a bit of a wait, but it's worth it!

No one knows for sure, but I'd bet my last dollar it'll be just after you decide to binge-watch something else. Murphy's law, right? Seriously though, Hulu adds stuff periodically so just keep refreshing.

Honestly, it's kinda random. Last time, they dropped new episodes when I least expected it. Just stay tuned, and maybe follow some anime forums for the latest updates.
