You can find the ballet shoes in Waterfall! Go to the room with the mushrooms that you can turn off and on, head to the north path, and search the hidden room on the right.

Found mine in Waterfall after messing with those mushrooms. Hidden room on the right side!

They're tucked away in Waterfall. Just look in the room with the mushrooms you can switch on and off, then head north!
