Honestly, don't sleep on garage sales and thrift stores. I've found some rare gems for dirt cheap. It's hit or miss, but when you hit, it feels like striking gold.

Local game stores > everywhere else. You can actually see what you're buying, and the folks there usually know their stuff. Plus, it's a great way to meet other Pokemon TCG players.
