You can snag some scuba gear in GTA 5 by getting on a Dinghy boat. They're usually found along the coast. Once you hop into one, you'll automatically be equipped with scuba gear when you dive into the water. Happy diving!

Actually, the easiest way to get scuba gear is to buy the Sonar Collections Dock in Paleto Cove. You get a submarine that comes with scuba gear. Plus, you get to start a cool treasure hunt mission. Two birds, one stone!
