Mayor Lewis can usually be found in his home by the town's center, which is just south of Pierre's General Store. If he's not there, he might be wandering around town, especially by the Community Center or Stardrop Saloon. Don't forget to check the town square!
Honestly, finding Lewis is a pain sometimes. He's either in his house, walking around town, or chilling in the saloon. Good luck!
