You can find Mewtwo in the Cerulean Cave (also known as the Unknown Dungeon) in Pokémon Fire Red. But heads up, you need to beat the Elite Four and get the National Dex first!

Cerulean Cave is your destination! After becoming the Pokémon League Champion, you can access this cave north of Cerulean City.
I caught Mewtwo in Cerulean Cave after I defeated the Elite Four. Make sure you have plenty of Ultra Balls!
