You can find Silky Sand in the Glass Desert! Look for the sand fountains that pop up in certain areas, especially near the Tangle Slime statues.

Head over to the Glass Desert. The Silky Sand is usually near those sand geysers. Happy hunting!

I always find mine in the Glass Desert. You need to activate the oases first, though!
