You'll find the multipurpose room at the Degasi Seabases! Head to either the Jellyshroom Cave (about 250m deep) or the Grand Reef (around 500m deep). Watch out for crabsnakes!

Just swim down to the Jellyshroom Cave or Grand Reef Degasi bases. Scan the room's walls until you get the blueprint.
