Hate to break it to ya, but Bigfoot is just an urban legend in GTA San Andreas. Despite all the rumors and supposed sightings, Rockstar never actually included him in the game. So, you can roam the forests as much as you like, but you're not gonna find him strolling around.

Gonna go against the grain here - while officially Bigfoot isn't in GTA San Andreas, the legend itself spurred a ton of mods and custom missions around it. So if you're playing on a mod-friendly version or just love the chase, that's where you'll find your Bigfoot adventure.
