Mike? If you're talking about Mike Toreno, you'll find him popping up after you make some progress in the game. He's a shady government agent that CJ ends up working for. His missions usually start around the desert area, particularly you'll get introduced to him properly after the 'Monster' mission. So, keep pushing through those missions, and soon you'll be doing all sorts of covert ops for Mike.

Mike who? Oh, you mean Mike Toreno! Dude's not just hanging around waiting to catch up over coffee. You gotta earn your intro to him by advancing through the storyline. Once you hit the Las Venturas missions, you'll get acquainted. Keep an eye on your mission list; he doesn't exactly stick to one spot.

lol, Mike's not some NPC you find chilling on a street corner. You'll meet him as you progress. Just play the game, you'll bump into him when you least expect it.
