Unfortunately, Neji isn't in Boruto because he met his heroic end in Naruto Shippuden. He sacrificed himself during the Fourth Great Ninja War. RIP Neji.

Neji's not alive in Boruto since he died during the events of Naruto Shippuden. He made the ultimate sacrifice to protect his friends.
