It's not always there, mate. The aircraft carrier pops up for specific missions or in GTA Online. Save your time - don't go looking for it in free roam.

Been there, done that! Caught a glimpse of the carrier during an Online Heist prep. It's off the coast, but honestly, it's more of a hassle to get to without a mission. 10/10 would visit again for the adrenaline though!
