You can find the Dragon fighting style on the First Sea in the Desert Kingdom. Look for the Dragon Breath NPC near the pyramid!

I found mine in the First Sea, near the big pyramid in the Desert Kingdom. The NPC's name is Sabi and he's pretty easy to spot.
