The Museum in Jailbreak is located on the top of a hill near the city and the police HQ. Just look for the giant dinosaur bones on the outside!
An easier way to locate the Museum is to fly around the map in a helicopter and spot the large building with dinosaur skeletons outside.
Honestly, just head to the radio tower, then look around—the Museum is right there!
