No set location for the power cell, it just appears where it wants, when it wants. Keep searching!
In my experience, I've often found the power cell near key objectives like doors or escape routes, but it can vary each game.
It's totally random, but I've had luck finding it in places where you'd least expect鈥攃heck those dark corners!
