Found the third juror after a bit of a swim - he's indeed on a yacht in the ocean. Thought I'd need a bigger boat, but a jet ski did the trick. Easy peasy.

The third juror in GTA 5 is chilling on a yacht in the Pacific Ocean. You gotta swim or maybe take a jet ski to reach him. Pretty cool spot if you ask me, just watch out for the sharks!

Isn't the third juror on the yacht a bit overrated? Just snipe him from the shore, no need to get your feet wet.
