As someone who's spent way too much time with a fishing rod in Stardew, flounder are definitely ocean dwellers. Sunny days, Spring and Summer, between 6 in the morning till 8 in the evening. That's your golden window. Also, don't forget to upgrade your fishing rod for a better catch rate!
