Chicken Hawks can be found flying around in the countryside areas of GTA Online. Check around Blaine County, especially during the daytime. They're easiest to spot when the sky is clear. Sometimes you gotta look up for a while and be patient, but you'll see them soaring above.

Actually, just get a sniper rifle and go to the Alamo Sea area. Look towards the sky, and soon enough, a Chicken Hawk will appear. They're not as common as other birds, but keep your eyes peeled, and you'll spot one.

Look near the mountains and natural parks. Chicken Hawks like areas with less urban clutter. I remember finding my first one near Mount Chiliad. It's all about being in the right place at the right timing.
