Just go to any large body of water, lol. The game isn't picky about where it spawns wildlife, including the Great Cormorant. But yeah, Zancudo River is a good bet.

Looking for a Great Cormorant in GTA 5? You'll typically spot these birds hanging around the coastal areas of the map. Specifically, head over to the shores of Alamo Sea, or check out the wetlands around Zancudo River. Another hot spot is the pier in Del Perro. Bring a sniper rifle for a better look; those birds can be hard to spot!

Honestly, I've played through GTA 5 like five times and have barely noticed the birds. Are Great Cormorants that special?
