You can craft Hydraulic Fluid at the Fabricator once you get the blueprint. Check the Glacial Basin for the blueprint, usually around the bridge area!

Hit up the Glacial Basin and poke around the bridges. You'll find the blueprint for Hydraulic Fluid there.
