Mike? If you're hunting for Mike Toreno, you'll spot him during the missions given by him over at the abandoned airstrip in the desert. Look for missions starting with 'T' on your map, that's your guy. He's not someone you bump into by roaming around; you gotta progress in the story to get to him.
