Sebastian usually hangs out in his room in the basement of Robin's house. Robin's house is the Carpenter's Shop, north of Pelican Town. During the evening, he often visits the Stardew Valley saloon. His schedule can change based on the weather and the season, so if he's not there, he might be wandering near the mountain lake or working on his motorcycle by the lake north of town!

Good luck catching Sebastian, he's a bit of a night owl! Most of the time, he's glued to his computer. But, if you wanna find him, check the mountain area. He loves to take long, solitary walks there, especially when it's raining.
