To get the vaccine in Subnautica, head to the Primary Containment Facility deep within the Lava Lakes. There, you'll find the Sea Emperor Leviathan who provides the Enzyme 42 needed for the cure. Good luck and watch out for lava!

You need to reach the Primary Containment Facility (PCF) in the Lava Lakes biome. Inside, the Sea Emperor Leviathan will help you create Enzyme 42 from her eggs. It's quite a journey, so be prepared!
