Formal wear in Fallout Shelter can mainly be found by exploring the Wasteland, opening Lunchboxes, or crafting it in an outfit workshop once you've unlocked it. The Wasteland might give you random drops, including formal wear, so send those Dwellers out there! Lunchboxes, which you can get through gameplay achievements or in-app purchases, also occasionally contain outfits. And if you're feeling crafty, just get that outfit workshop running and make your own!
