Try doing Grineer Sealab Sabotage missions and look for the hidden caches. Each cache gives a chance to drop a piece of the Scimitar.

I got my Scimitar parts from the Grineer Sealab on Uranus. Finding all 3 caches in Sabotage missions increases your chance of getting them. Happy hunting!
