You need to place the vehicle upgrade console in a Moonpool. It attaches to the walls inside the Moonpool and allows you to upgrade your vehicles!

Put the vehicle upgrade console inside the Moonpool and start tricking out your rides! I did this right after I built my first Seamoth and it was a game changer!
