You need to be in the Desert area during the Desert Update events. Purchase Mud Balls from the shop to tame those creepy crawlies!

Personal experience here! I tamed my Blue Scarab by heading to the Desert Shop when the update was active and tossing a Mud Ball. It's a bit of luck, but worth it!
