I'd say Yakuza 0 takes the cake! It's got two protagonists, an engaging storyline with tons of twists, and introduces you to the series' world beautifully.

I've played both, and my heart goes with Yakuza 0. It introduces Kiryu's and Majima's backstories, which gives so much depth to the series!
