Mortal Kombat doesn't really have true circular movement like 3D fighters. You can sidestep, but it's limited.
Pretty much any character can move in a circle, it's just a matter of using the right stick or directional inputs to sidestep!
From my experience, all characters can technically move around the opponent, but it’s not as free-form as in other fighting games. It's more about timing and positioning.
