It's Usopp, guys. Sogeking is just Usopp with a mask and a catchy theme song. He even tells people he's from Sniper Island, which, spoiler alert, is just a place he made up.

Sogeking is none other than the sharpshooter Usopp in disguise! He adopts this alter ego during the Water 7 and Enies Lobby arcs. Basically, it's Usopp's way of being heroic while struggling with his own fears and insecurities. Plus, the mask is just iconic.
